Projects can meet schedule and scope while missing the business result that justified the spend. The PMO has to connect delivery status to value, risk and the next decision. PMI's 2024 project-success research reported 48% of projects as successful, 40% as mixed and 12% as failures under its research definition. PMI describes success in terms of delivering value worth the effort and expense. These are global survey findings, not a forecast for your portfolio. State which benefits are financial and which are operational or risk-related. Name the person who owns each benefit after delivery. If the baseline is missing, mark the benefit as unverified rather than filling the gap with confidence. The portfolio view should show the capacity and dependencies needed to deliver the plan. It should also show what is displaced when a new priority enters. A priority list that never removes work is not prioritisation. At each gate, ask whether the assumptions still hold, the expected value remains credible, the risk is acceptable and the organisation can supply the required capacity. Then make a recorded choice: continue, change scope, pause or stop. Give the PMO authority to make exceptions visible and route decisions to the right sponsor. The PMO does not need to own every business choice. It does need to prevent material decisions from disappearing inside status commentary. Agree when the business outcome should appear, who will measure it and what evidence is acceptable. Compare actual results with the baseline. Explain variance and distinguish gross benefit from implementation cost. If assumptions change, revise the case openly.
