# A Green Status Is Not a Business Case **Category:** PMO **Author:** John Hotham **Published:** 2026-10-12 **Read Time:** 5 min read ## Summary A project can meet its milestones and still fail to create useful value. Make the PMO report outcomes, benefits, costs, dependencies and decisions, not colour-coded comfort. ## Full Content # A Green Status Is Not a Business Case A project can be on schedule, within budget and still be the wrong project. Green status tells the board little if the intended outcome is vague, the benefit owner is missing or the cost to finish has changed. PMI’s 2025 project-success material puts value and outcomes at the centre of how project success should be understood, rather than treating delivery mechanics as the whole answer. [PMI, *Project Success 2025*](https://www.pmi.org/-/media/pmi/documents/public/pdf/learning/thought-leadership/project_success_2025_final.pdf) ![Project portfolio linked to measurable outcomes](https://static.prod-images.emergentagent.com/jobs/sched-2866d31f-92d1-431d-ac9f-1a8d77fdfd4c-1791792060030/images/563663bc1a107d73f58bdcc92093218781f8647fc099bda8489684f0b16a7c67.jpeg) ## Report the decision, not the colour A useful portfolio review answers four questions: what outcome is expected, what evidence says it remains achievable, what decision is required now and what changes if the organisation says no? The PMO should connect delivery status to the approved business case. Track forecast cost to complete, outcome measures, benefit owner, critical dependencies, material risks and open decisions. If one of those is unknown, state the uncertainty plainly. A confident colour is not a substitute for a forecast. ## Reallocate capacity before it is trapped Every active initiative consumes scarce people, money and management attention. Make the opportunity cost visible. When priorities change, the PMO should show which work can pause, what value is protected and what commitments would be affected. Do not make teams defend sunk cost. Ask whether the remaining investment is justified by the remaining expected value. That is a portfolio decision, not an admission of failure. ![Portfolio decision funnel and strategic priorities](https://static.prod-images.emergentagent.com/jobs/sched-2866d31f-92d1-431d-ac9f-1a8d77fdfd4c-1791792060030/images/8ad06e3f14d701d311f722260653faace2f171cbb66edd4e6b9e994b384c8fe4.jpeg) ## Give benefits an owner outside the project team The delivery lead can build a capability. The business owner must be accountable for adopting it and realising the benefit. Write down the baseline, target, measurement method, date and source of evidence before the project is declared successful. Where benefits depend on process change, training, customer behaviour or another programme, show that dependency. If the operational owner cannot make the change, the forecast benefit is at risk. Escalate it as such. ![Benefits and accountable ownership in a governance view](https://static.prod-images.emergentagent.com/jobs/sched-2866d31f-92d1-431d-ac9f-1a8d77fdfd4c-1791792060030/images/794db41b584c38b8357b773d5f4d9029efeea404d4b499f422c60b0e9ff7ef8b.jpeg) ## Reset the PMO scorecard Reduce reporting that nobody uses. Keep measures that change decisions: forecast variance, outcome confidence, dependencies requiring intervention, benefits at risk and capacity committed to low-priority work. Every measure needs a definition and an owner. The executive test is direct: if this project stopped today, what value would the organisation lose, what future cost would it avoid and who can prove the answer? If the PMO cannot answer, the portfolio is being administered, not governed. --- Source: https://simplif-i.com/api/blog/readable/pmo/pmo-green-status-not-business-case-20261012 Web Version: https://simplif-i.com/blog/pmo/pmo-green-status-not-business-case-20261012 © Simplif-i - Unified Business Management Platform
