Make the PMO connect delivery status to a baseline, benefit owner and explicit investment decision. ## Full Content # Stop Treating a Green Status as a Business Case A project can be on schedule, within budget and still fail the reason it was funded. Status is not value. A PMO that reports activity without testing outcomes gives executives comfort when they need control. PMI's guidance on project success emphasises value and outcomes, not delivery measures in isolation. That is a more useful test for a portfolio: did the investment produce the intended result, and is there evidence to support the answer? Separate cashable benefits from service improvements, risk reduction and capability building. Name the person who owns each benefit after delivery. If the baseline is missing, say so. If the benefit is based on an assumption, label it as an assumption and set a date to test it. Do not convert confidence into evidence by colouring a cell green. ## Turn governance into decisions At each agreed review point, ask whether the original need still exists, the expected value remains credible, delivery capacity is available and the risk is acceptable. Record the decision: continue, change, pause or stop. Name who made it and what evidence they used. Prioritisation also means stopping or deferring work. When a new initiative enters the portfolio, show what capacity, budget or attention it displaces. A list that only grows is not a portfolio strategy. The operational owner should accept the benefit, measurement method and follow-up date. Compare actual results with the baseline and explain variance. Distinguish gross benefit from implementation and run costs. If the benefit depends on a policy change, user adoption or a process redesign, track that dependency explicitly. Keep detail available for those who need it. Put the decision at the top of the executive view. A PMO earns credibility by making trade-offs visible and following the evidence after go-live. The objective is not more reporting.
