Make scarce skills and delivery capacity visible before leaders commit to more work than the organisation can execute. ## Full Content # Your Portfolio Is Full Before the Budget Runs Out A portfolio can be affordable on paper and impossible to deliver. The constraint is often not the total budget. It is the scarce specialist assigned to six priorities, the operating team expected to absorb several changes at once, or a supplier whose capacity is already committed. PMI’s portfolio management guidance treats resource capacity and demand as portfolio concerns, not as a scheduling problem to leave to individual project managers. Its standard describes the need to understand resource availability, utilisation and changing demand across portfolio components. Map demand by capability, team and time period. Include specialist roles, business subject-matter experts, operational change capacity and critical external suppliers. Show when the demand is required, not just the total effort estimate. Compare that demand with realistic availability. Account for business-as-usual work, leave, existing commitments and the time needed to complete handovers. Use ranges where the estimate is uncertain and make the assumption visible. ## Make the bottleneck a leadership decision When demand exceeds available capacity, do not report every initiative as equally achievable. A project does not become feasible because its sponsor is senior. If leaders choose to proceed despite a constraint, record the trade-off and resulting exposure. ## Keep one view of supply and demand Maintain a rolling capacity view that shows forecast demand, confirmed availability, capability gaps and decisions still required. Review it when priorities change, new work enters or delivery assumptions move. Separate committed work from proposals. Distinguish a confirmed resource from a hoped-for one. Highlight single points of failure and dependencies that cross programmes. A neat dashboard that conceals contested assumptions is not a control. ## Stop confusing approval with capacity An approved business case authorises an investment. It does not create delivery capacity. Before a new initiative enters the portfolio, show what people, skills and operational attention it needs, what it displaces and who will make the trade-off. A credible PMO makes the constraint visible while leaders still have options. If the same scarce people appear on every plan, the portfolio is already overcommitted.
