# Contract Performance Starts with the KPI You Can Actually Manage **Category:** CONTRACTS **Author:** John Hotham **Published:** 2026-10-16 **Read Time:** 5 min read ## Summary A contract KPI is useful only if it changes a decision. Define the outcome, evidence, owner and remedy before the first performance review. ## Full Content A KPI that nobody can influence is not a performance control. It is a number in a pack. Start with the service outcome the contract is meant to deliver. Then work backwards: what observable result would show progress, who can affect it, what evidence will prove it, and what happens when performance falls short? If those questions have no clear answers, the metric is not ready for the contract. For public contracts in scope, Cabinet Office guidance explains how contract performance notices report KPI performance and certain breaches or failures under section 71 of the Procurement Act 2023. That makes sound measurement and a reliable evidence trail more than a reporting preference. The specific rules depend on the contract and circumstances, so use the guidance and appropriate procurement advice. Do not invent a target because a template has an empty box. - **The owner:** name the supplier and customer roles responsible for producing, checking and acting on the result. - **The response:** specify review, recovery plan, escalation and any contractual consequence that has been agreed. Balance timeliness with quality. A fast response measure can encourage rushed, incomplete work. A volume target can reward throughput while service outcomes deteriorate. Pair measures where necessary, and check that the supplier can produce the evidence without creating a parallel reporting exercise. ## Make the review a decision, not a ceremony At each review, show the underlying data, exceptions, trend, action owner and due date. Challenge unexplained changes in methodology. Record accepted risks and unresolved disputes. Escalate persistent failure through the route the contract actually provides. The commercial return is simple: a well-designed KPI helps the customer intervene early, gives the supplier a fair basis to recover performance, and makes accountability visible. A dashboard alone does none of that. **Source:** [Cabinet Office, Contract Performance Notices guidance](https://www.gov.uk/government/publications/procurement-act-2023-guidance-documents-manage-phase/guidance-contract-performance-notices-html). --- Source: https://simplif-i.com/api/blog/readable/contracts/contracts-performance-kpi-designed-before-review-20261016 Web Version: https://simplif-i.com/blog/contracts/contracts-performance-kpi-designed-before-review-20261016 © Simplif-i - Unified Business Management Platform
