The delivery team says yes to protect the relationship. No one checks the cost, capacity or authority to change the deal. That is not service. It is a margin decision made by default. World Commerce & Contracting reported in January 2026 that organisations lose an average of 11% of contract value after signature. That is an aggregate benchmark, not a forecast for your contract and not proof that scope changes alone cause the loss. It is a reason to manage the commercial life of a contract with discipline. Before work begins, record what has changed, why it is needed, which contract term governs it, and what it means for price, effort, timing, service levels and risk. The answer may be to proceed at no extra charge. It may be to adjust the price or timetable. It may be to reject or defer the request. The failure is not choosing one of those options. A minor operational clarification should not trigger a committee. A change that alters service, risk, price or delivery commitments should not be buried in email or left to a project team without commercial authority. ## Close the gap between approval and invoice Approved change is not complete until the delivery plan, contract record and billing instructions agree. Give the delivery owner the approved scope. Give finance the revised charging basis. Put the decision and supporting evidence where the next reviewer can find them. Track requests that were rejected, deferred or delivered before approval. These exceptions show where controls are bypassed and where commercial terms may no longer reflect reality. Commercial control lives in the moment someone asks for something different and the business decides what it will cost, who can approve it and how the record will change. If your teams cannot answer those questions before delivery starts, fix the change route.
